History of Local 1632

AFSCME Local 1632 has a long-standing history with the City of Columbus and in Ohio. Local 1632 was under AFSCME Council 53. Our founding father Albert Beard and Executive Director for Council 53 Warren Jennings when to work forming our membership in the year of 1958. In January 20, 1959, AFSCME International granted us a charter. Mr. Beard and Mr. Jennings worked endless hours at a store front on E. 5th Ave in the Council 53 office to craft a Salary Ordinance for us. In 1969, Mr. Jennings negotiated with the city the first contract with the City of Columbus. In September of 1973, President Themistocles Cody bought Columbus United Baptist Church build to what is now known as Warren H Jennings Sr. Union Hall at 1771 Joyce Ave. In the 1980s, Senate Bill 133 created and passed to what is now known as Ohio Revised Code 4117. The union hall was used by the International and other groups to help pass the Senate Bill into law.  Local 1632 was one of the first union in Ohio to have a collective bargaining agreement with a public employer under Ohio Revised Code 4117. Local 1632 over the years has kept true to its members. Local 1632 believes that an honest day work should have an honest day pay. Our excellence in the work place also shows that we care for the city and the citizens in the city.

Roles of the Officers

President

Chairs local union membership meetings, presides at meetings of the Executive Board (E-Board), is a member of all committees (except the Elections Committee), Counter-signs checks drawn on the local’s funds, appoints all standing and special committees, reports to membership on official acts, standing of local, actions taken by the E-Board.

Vice President

Assists the president in the work of the president’s office. If E-Board approves, co-signs checks in place of president or sec-treas. When president is absent/unable to serve, carries out president’s duties.

Recording Secretary

Writes and answers local’s correspondence, unless E-Board says otherwise Performs other duties that E-Board may require. Keeps minutes of membership meetings. Keeps minutes of E-Board meetings.

Secretary-Treasurer

Receives money for the local  Writes receipts for money received by the local  Deposits in a bank any money received by the local  Signs checks drawn on the local’s funds  Writes checks required by the constitution or authorized by membership or the E-Board  Prepares and submits monthly membership reports to the International union  Sends monthly per capita payment to the International   Keeps the local’s financial records  Submits to the membership a monthly financial operating statement  Acts as custodian of local union property  Sees that financial reports required by the constitution are sent to the International

Executive Board Members

Governs the local except when membership meetings are in session, makes decisions on policies, aims and means of accomplishing the purposes of the local when not provided for in the constitution or by membership action, meets as specified in the local’s constitution and at call of president or a  majority of the E-Board. Executive Board approves appointments to the local’s standing and special committees, selects the bank where local funds are deposited and requires a majority of members for a quorum at meetings.

Trustees

Responsible for conducting audit of local’s finances, at least semi-annually, Reports to membership on results of each audit of local’s finances and are not members of the Executive Board.
